We've created a "dummy" process for these grants. It includes an application that is just a project name, and the follow-up forms we need. When an out-of-cycle grant gets award, you can go to the organization's profile (or create one) and click "Enter Grant" then add them to that process. (You'll either need to keep the process active indefinitely, or go to the process manager to turn it on and off as needed - it has to be "active" to add a grantee to it.) You can do this same thing with any process that doesn't have an LOI, I believe.
