Delegation / Emulation
The emulation is available to all internal staff (including the Staff role), so we can emulate any other user, but only with view permission. But when we want to use the delegation for the Staff role, it only has view permission, so the delegation is of no use in this case. Also, we do not want to give edit permission for emulation to the Staff role. We'd like to have the option that when delegating, the edit is possible, so the delegate could perform tasks as the delegator behaves. Basically, the edit option should be connected to the delegation rather than to emulation.
