Add a True "ALL" Option for Program Permissions & Availability
In the Permissions & Availability section, the "Include/Exclude Field For" should support a true "ALL" grant type option.
Currently, selecting "All" populates the field with all existing programs at that moment. When a new program is later created, it is not automatically included, requiring administrators to manually update every field where All was previously selected. This creates significant additional administrative effort and increases the risk of inconsistencies.
Instead, the "All" grant type option should function dynamically, automatically including any new programs added in the future. This would ensure that configurations remain current without requiring manual updates whenever a new program is created, reducing maintenance effort and improving efficiency.
