Inherit UTA permissions for report administrators
Certain UTAs contain personal data that should only be visible to the user themselves. Policy field sets allow us to cope with that through the front end but adminsitrators / report authors can still report out that data and we need to stop that happenning. Perhaps the UTA security or policy field set rules can apply to the report module.

We intentionally separate user views and reports to give customers who more control. Reports are not intended for all users. We will monitor interest as a new report builder would most likely be required.
