The user experience for requesting and submitting annotations on Advanced Data Table fields is very challenging & unintuitive.

This comes up with every client who tries to use this feature.

1. The grant manager will request an annotation on the field displaying the table. This doesn't allow editing of the displayed data.
2. We will then direct the grant manager to request an annotation on the XML button itself. This does allow the data to be edited, but if the applicant clicks the button on the form itself, they will not be able to edit the data.

What needs to happen with the current implementation is:

1. The Grant Manager needs to request revisions on the XML button
2. The applicant needs to open the record, and click 'Reply' under the annotation
3. Only then can the applicant click the button under the 'Field Data' heading, save the updated data and submit the annotation.

If the applicant opens the table from the application directly (as the visual cues guide them to do), they can't edit their data, get confused and give up.
If we hide the button at the revisions status, the jump-to no longer works.

From our experience, this is extremely frustrating and confusing for both applicants and grant managers.
I'm not sure what a revised implementation might look like, but it would be great if something could be done to make this more intuitive.
