whenever we log in to view users in order to activate some for a specific review cycle, we have to scroll through a lengthy list. your designers a much more savvy about possible solutions that most of us using this software. but it seems that if you will not design a delete option, some sort of archive status that removes administrator-selected users entirely from the "inactive" master list would help.
