Close Request pop up after marking report complete

Add option to "Close Request" after marking final report complete. Right now you have to go back to the request to do it, or do it in bulk.

    I posted something similar in January. The Follow Up Assigned stays up until you CLOSE out the Request. Even if you marked the Follow Up Complete. On the applicant side, it says "Pending." I hope they fix this.
