Follow up incomplete
It would be helpful if follow ups could be marked as "incomplete" or "not submitted", not just "complete". There are times when an organization doesn't submit a follow up and the only way to close the request is to delete the follow up, or mark it complete, when it isn't actually complete.

The majority of our grants are "up to" amounts. It has happened that a grant is in the end not needed because other funding was received. The follow-up is then not relevant for the grant. Since we auto assign the follow-up forms, it would be helpful to have incomplete as an option. Also since a follow-up is required for payment, and the grantee does not complete the form after several prompts, incomplete is helpful for tracking purposes to show why payment was not made.
