4. When assigning follow up forms, add a warning that comes up if the person assigned is a collaborator, as they will not be able to edit.

    The majority of our grants are "up to" amounts. It has happened that a grant is in the end not needed because other funding was received. The follow-up is then not relevant for the grant. Since we auto assign the follow-up forms, it would be helpful to have incomplete as an option. Also since a follow-up is required for payment, and the grantee does not complete the form after several prompts, incomplete is helpful for tracking purposes to show why payment was not made.
