This would also be helpful for Grant Agreements where the individual completing the form (often a coordinator or development person) cannot sign off on the agreement because they do not have signing authority (usually requires a member of the Executive Team or the CEO/President/ED, etc).

I would second this suggestion - we used "denied" as "ineligible" and "declined" as "decision made by the board to not fund".

This would make my life so much easier. We currently have an entirely excel based tool that we use and manually input the scores (both raw and weighted) for each criteria for each grant assessed so that we can report on them in the future.

We particularly get this request from charities working in the developing world and they send the form on to international field staff for their responses to the application questions - they may not have the ability to open PDFs nor can they be assigned as a 3rd party due to internet accessibility issues.
