Charts in Reports - Configurable X and Y axis values
Currently, when a chart is accessed, the X and Y axis values are dynamically shown (based on the data returned by the report). Can the values for X and Y axis be made configurable, i.e. to show all possible values, in stead of showing values returned by the data?
Use case - A chart is configured to show scores submitted by all reviewers. X axis has been set up to show number of reviews and Y axis has been set up to show scores. Y axis shows a dynamic range from 0.5 to 10 as the scores are completed in the system, even though the score will never be 0.5. If a fixed scale can be provided in 'chart' configuration on reports, it will help to build better charts.

For us to use the voting capability at funding committees, we require this change. The Y axis will only ever be whole numbers and having the full range on the X axis allows for committee members to see the actual spread of votes, which is a contributing factor to decision making. Without these changes the business is less likely to move to use the voting capability as it is and look to continue to use an external alternative.
