When assigning follow up forms, add a warning that comes up if the person assigned is a collaborator, as they will not be able to edit the form. As it stands, the organization gets the assignment and can see the form but does not know why they cannot edit.

We've now had two applicants in a week contact us, unable to complete their grant final reports and confused about why. They could log in and see the application, but the form would not let them complete anything, and we figured out with help from support that it's because they were collaborators. There's nothing in online documentation that would point out this problem. New bug?
