Show applicants when administrators have uploaded third-party document
Right now if I (admin) upload a third-party document (say a scholarship recommendation) on behalf of a recommender--because s/he can't figure it out or it doesn't work for some reason--it doesn't display to the applicant that it has been uploaded. They can't see it in the "count" summary (0/2 or whatever in their application summary) and they can't see it if they look in the application itself. It looks like I haven't uploaded anything - so then they're concerned it hasn't been uploaded and have to call or email me for reassurance. Please change this so that it shows up to them as having been uploaded.

It would be very helpful if there was some type of check box next to the 3rd party email address that Admins said "Uploaded by Administrator" which shows that a response has been submitted. We get this all the time with 3rd Party people sending their letters directly to me and what I do now is put my email address in there and upload it so that it shows submitted.
