Allow Vouchers to be placed on-hold
This idea has been posted multiple times but keeps being archived. Please allow vouchers to be placed on hold just as grants are.

This would be a super helpful feature for us so we can enter vouchers as they're received instead of keeping flagged emails while we wait for additional information. I also see at least 4 archived posts on this topic which shows there is a demand for this feature.
