Decision Comment Contents Should Stay When Send Back Application
When you review an application, you have various places to write comments. The "decision comment" at the bottom of the page currently is emptied out if you mark the application "incomplete" so that applicant can do some more work on it. The "decision comment" is a great place to write up issues you had, requests you've made, so when the applicant resubmits your earlier information about the problems are still there.

Hi Anne,
I just wanted to let you know that we have done some internal brainstorming on better handling of comments in general. One thread you might find interesing is Add Comment Field and List on Overview Page. Basically one thing we want to do is to provide a more centralized place for comments about an applicant's request. We've also talked internally about having the ability to make some comments viewable to the applicant.
Currently we have some higher-priority items to work through so this won't be completed in the near term. But given some of the need to improve our handling of comments, I'm hopeful we can address at least some of this before too long.

Good ideas Raymond. As you know we haven't gotten to this stage yet, but I'm all for some more functionality. We are using the application for our required draft stage (certain fields are required for the draft, they do not hit "submit" but let our program officer know it is ready to be reviewed online). it would be great to have two kinds of comments. One the applicant sees, and one for our own use that they will never see. But as I said, we are not in the thick of yet, so maybe better ideas will emerge from our end.

That makes too much sense! I think we need to re-examine that whole workflow between applicants and staff reviewers in terms of collaboration on applications. This also points to having better auditing so one could follow the back and forth on a particular request. An easy stopgap might be to keep that Decision Comment, but I think we could do even better. Thinking even bigger, what about passing on comments to the applicants somehow so they know what to address. Even better, perhaps hitting the Not Complete button also sends the e-mail for you. Let's brainstorm a bit on this. I think we could come up with something pretty helpful for a number of folks!
