Administrator to submit for applicant
It would be helpful to allow Admins to submit for an applicant. We have instances of students/nonprofits completing their application but not hitting the submit button before the deadline. It is cumbersome to change the deadline for that applicant, proxy in as them (or have them sign in) to click submit. It's especially time intensive for SLM UA where a student has multiple opportunities, and therefore, multiple places where a deadline would need to be changes.
Similarly to reverting an application status, it would be nice to be able to progress an application from the admin side.

It would be super convenient to be able to force submit an application without proxying in as the applicant. Having the option to not trigger any automatic emails to the applicant upon submission by admin would be an added bonus.

Yes please, and also give the Admin the power to override outstanding requirements when submitting for applicants. For example, sometimes we have students who are a good fit for the scholarships start draft applications but not complete all their application pieces like letters of recommendation. But, due to low application numbers, we present their draft applications for consideration. If they are then selected to receive the scholarship, Admins have to upload blank documents into the outstanding requirements to be able to submit that application to move through to post an award payment. Having an Admin override for requirements would be very helpful.
