delete a single evaluation after completion
We recently had an evaluator recuse herself of evaluating 2 of our applicants due to conflicts of interest. She wasn't sure how to get those organizations to stop showing up on her list, so she just blindly marked "zeros" across all lines of both applications. This messed up the percentages, but I was informed that it was not possible to remove an evaluation after it had been completed. The entire application had to be reset to the "application complete" stage and all the other evaluations were deleted and had to be redone. This was very frustrating and I believe unnecessary. We need to have a way to remove an evaluator from an application without having to delete everyone's evaluations.

Yes, there should be a way minimally to be able to clear the evaluation form to then be able to unassign it.

I had this problem when doing a demonstration, and wanted to remove an evaluator, but was stuck and it was difficult to have a neutral score to not mess things up. I couldn't remove the votes, and I couldn't remove the user, so you can get stuck in a tricky spot.
As Administrators, I feel like we should have the ability to make such changes, as we are able to have that sort of responsibility. I dislike finding weird things like this that get hung up on a technicality. I guess I would like to understand the mechanics as to why we aren't able to do such changes.
