Show a follow up as "locked" when applicants have another follow up to complete prior
When an applicant has multiple follow ups they have an option of "edit" on the follow up they are working on, and the other follow up's options are blank. I get a lot of questions about why an applicant cant complete their follow up (when they have one due prior).
I think it might be helpful to have that say something like "locked". Then perhaps have the info "i" icon to tell them why they cant access the follow up.
A couple of months ago we updated the view of follow ups and now all rows have the language of either preview or edit. In a preview status, the applicant will also see a notice as to why they cannot submit.
I hope this limits the number of questions you get from your applicants and if you have additional feedback please create a new idea.

I agree. It is very confusing to the user because the status says "assigned" but really it is not assigned until they complete the previous forms. Where it would normally say "edit", it could say "locked" and when you hover over the "locked" link their could be a description stating why there is no "edit" button yet.
This would be extremely helpful. I have tried to build this info into e-mails and instruction fields, but most people don't pay attention until they hit the wall and are not able to complete a form. It would be nice if there were something built in to explain to them why. Or, provide a way to disable the feature where we have to mark their follow-up as "complete" before they can access the next one.
