Allow 'Add Note' to have its own permissions setting
Allow 'Add Note' to have it's own permissions setting and be disconnected from the 'Edit' permissions so a user group can have view only permissions but still be able to add a note.

This would be great to have, as well as separating the permissions for create, copy, link, etc. it creates more effort to manage accidental duplicates.
