Allow zero dollar Admin Fees
Please reinstate the ability to have a zero amount admin fee. We use them to monitor funds for which no fee is charged, such as internal funds and special projects. Having them in a specific fee type allows us to review them quarterly for changes in status. It also assures someone looking at the fund that assigning a fee code wasn't just forgotten. Thank you!

PS. Since I already have a "No Charge" fee type with funds assigned, the fact that I can no longer save it with a zero amount means that I can't take any of those funds out of that fee type.
