Inactive profile should not allow you to process any transaction against it. (Gift or Grant)
When a profile is marked INACTIVE, you should not be able to cut a check or a grant or post a donation. We had a grant check go out in error to an inactive profile. At the very minimum there should be a warning that you are processing on an inactive profile. FIMS did not allow you to have transactions pushed through on an inactive record.

Inactive on a Grantee removes the record from the Grantee list on the online fund advisors, but we still want to process (in our case, scholarships) grants from them. Maybe this could be an option, to allow or not allow processes on inactive records since it means different things to different foundations.
